In addition to the reasons cited in this video, another reason for the emergency command center to be located in WTC7 was the fact that the unique design and construction of the building meant that an entire floor could be removed and remodeled if needed without effecting the structural integrity of the building. In other words it was several buildings within one. In other words it was very VERY strong. A localised collapse would NOT have brought down the whole building.
